I believe I could explain.
In Israel, Netfree has support for Android, and therefore @HP079 responded you could choose and app, If it is blocked make a support request like you do for websites. In fact Netfree has an app store for all already approved apps. -

An android emulator should work on the desktop if you install the Netfree security certificate, instructions here.

You can't. The app store is only available for Tablets with the Netfree filter installed.
You can search google for an apk file, and install that in your emulator -

Search Google for a word of the app, for example "Note pad" and add APK in the search bar and download the file from there.
After downloading, open the emulator and drag the file into it and it is installed. -
